when I try to remove a old card on my phone it says “there is an active subscription on this account the requires at least one payment on file” but I do not have any active subscriptions, what should I do?

Put in a different one first, or click here and ask the iTunes Store staff for assistance. A subscription that you've cancelled automatic renewal for still counts as active until it expires.
