If you are in the U.S and have an Apple Card you can.

If you are in another country, it will depend on wether your credit card issuer or bank offers installments on purchases. Or if you buy through your celular servicer provider if they offer such installments.

Apple itself only offers installments through the Apple Card in the U.S. Or with the iPhone Upgrade Program.
