One can Manually download and Stop there. Perform a Time Machine Backup first.
Restart in Safe Mode SHIFT key immediately at Restart. Does a Repair Disk, clear cache files and only loads Apple Software, extensions and fonts. Load slowly - normal.
The run the Installer located in the Downloads folder on Dock.
Have had more success installing in Safe Mode.
