I brought a Apple Watch for my Cousin and it’s keep saying this and she don’t have the phone or gmail no more she created it with can I do something?

The original owner of the watch needs to follow all the steps on this page;

If they can't or won't then get your money back as the watch will of no use to you or anyone.
