how can i get the toolbar to the top of the screen in pages?

That's the Inspector pane, and has a fixed location in he right sidebar.
The thumbnail page views also have a fixed location in the left side bar.
Requests for changes in either of these can be sent directly to Apple via the Provide Pages Feedback menu item in the Pages menu. Use the Feature Request form.

Which version of Pages are you using* that does not have the toolbar at the top of the screen, with only the menu bar above it (standard locations for Mac applications)?
Where does Pages put the toolbar on your screen?
