How to share purchases on family sharing?

why on family sharing I have to pay an app that already paid on another family member? I'm on mac

- Includes how the Organizer can turn on and off purchase sharing.

Make sure the item is being shared. Sometimes signing out and back in again gets status information to update.

Note that not all subscriptions can be shared.
