Unable to make purchases after updating credit card info.

I changed my credit card info in iTunes and now I cannot buy anything. I get a box that says to click "Billing Info" to approve but when I click it nothing happens. I am on a PC and the support pages I've seen are all intended for Mac or iphone. Does anyone know how to fix this issue on a PC or Android device?
