making webarchives on Safari 15.2 on Catalina 10.15.7

With Safari 15.2 on Catalina 10.15.7... When trying to save a website (Save as... from the File drop down menu) it pulls up the mini page/window to direct where to save it (as normal), but then will not allow me to click on anything within it, or on Safari. I can click on my dashboard to access anything else, but am locked into that save page on Safari. I can manipulate the save page with the keyboard, but not a mouse/trackpad. Is there a way to fix this?

Also look here https://discussions.apple.com/thread/253469663?answerId=256526422022#256526422022 and I do have the same problem. Escape works, but still not able to save. There is clearly a connection between the Safari 15.2 update and Catalina, because it occurs with me on 2 different iMacs and only since the update to Safari 15.2. I have to live with it now until I eventually update to Monterey. Until then, I help myself now with save as PDF.
