How does an Apple Watch work?

I would like to purchase an Apple Watch series 3. Can I make calls and messages from the same number I have on my phone and link it? Also does it have wifi when I’m out?? Last but not least, do I need to pay extra monthly plan to use it?

Yes you pay an extra fee on top of your existing contract,in the US it's about $10 per month.
