White grid app won't delete?

I deleted an app from the Home Screen, however since then it keeps appearing with a white grid logo and keeps coming back no matter how many times I delete it - happens after every restart. I cannot download it again because the App Store says to open the app but nothing happens. I've tried going into settings > storage and delete the app from there but the app is not listed on there for me to delete? Please if anyone to guide me on how to delete this and reinstall the app - I'm using iOS 15.2
