why cant i text off my apple watch series 7 when my phone isn't with me, but i can call etc?

My guess is that you have a cellular version of the Watch and it has cellular activated. You should be able to text, so long as your account as SMS/MMS on your plan. See this about what you can do without the paired iPhone nearby. Use your Apple Watch without your iPhone nearby - Apple Support
