Iāve searched over other answers and none of that is working. iPhone X is up to date, predictive keyboard is on, Notes set to iCloud, thereās no + button to add the keyboard.

I never use any other folders besides the defaulted one, so I forgot that they even exist. As you said, I was indeed saving to another email account, not āiCloud,ā and now the issue is resolved.
