Screen time not syncing across devices

Screen time is refusing to sync across devices. I have set up all the app limits on my iPhone however they're not syncing with either my Mac or iPad, it seems my Mac and iPad are synced together however.

I have share across all devices enabled.

I am logged into the same iCloud

I have tried turning it off on all devices except my iPhone, switching it on individually.

I have done the above with closing the app in between.

I have done the above with restarting the devices in between.

On my iPhone I am unable to see the screen time for my Mac and iPad but on those two devices I can see screen time for either one.

iPhone 11, iOS 15
