Does apple fixes this problem free of charge for MacBook Pro (13 inch, 2916, four thunderbolts 3 ports version?

Apple will always be the final judge on whether your laptop qualifies for the free repair program. You need to have Apple or an Apple Authorized Service Provider examine the laptop to provide you with a repair estimate.
