Welcome to Apple Support Community!

In order to setup Apple Pay, it is required to have at least a passcode enabled on your device.

To make purchases or send money in messages, it does require Face ID, Touch ID, or passcode to authenticate the transaction.

Can you explain what you mean when you say your Apple Pay is sending money without you knowing?
