How do I restore the Wallet app back on my home screen. I have not had it on my home screen for quite a while.

You can look for your Wallet app in the app library, or you can download it from the App Store if it is deleted.
To place an app on your homescreen from your app library, hold and drag the app from the app library and drop it on your home screen.
The actual Wallet app is NOT part of iPads/iPadOS.
You can setup some Wallet app functionality in the iPad Settingd apps, under the Wallet & Apple Pay settings panel.
