Is "No Service" shown on the top-left corner of your screen? If so, go here to fix that: If you See No Service or Searching on your iPhone or iPad - Apple Support

C. If you Still cannot Activate it, Contact Apple Support:

• Proceed from there as necessary

Why the Wait:

Phone calls are taking a bit to go through at the moment, due to lots of calls. With the Coronavirus Pandemic, many are at home at the moment, with much time on their hands to contact Apple. So, just stay on the line, and you will get through :

Why the Issue? There is an issue connecting it Apple's servers.

So, what to do:

A. Wait a Few:

There have been intermittent reports of errors with Apple's servers. So, try later on.

Or...

B. Update Using a Computer.
