I want to delete my icloud account. I have tried to on my iPad and it continues to give me the circle of death and not letting me get to the area to deactivate.

Important:
Disassociate all devices from your Apple Account, first. Sign out of iCloud on all of your devices. Elsewise, it will be useless to you, once you close that account, because there is nothing to disassociate it from. Go here to check the devices associated to your account" Check your Apple ID Device list to See where you're Signed in - Apple Support
Then, delete the account.
