My childs iPod Touch needs 4 password entries to download apps

Whenever my kid wants to download an app from the App Store, we need to input his iCloud password twice before we can then send the permission request to me. After I grant permission, we have to put the password in two more times before the app will finally download. 4 password entries and one approval to download 1 app.


Here's the settings:

Settings > Screen Time > Content & Privacy Restrictions > iTunes & App Store Purchases > Require Password is set to Don't Require


Apple ID > Media & Purchases > When Purchasing is "Require After 15 Minutes" & Free Downloads Require Password is off


Is there a setting I am missing here or is this the way Family Share works for under 13 year olds?


Would it help if I changed his age to 13? Because that's what I'm about to do.
