My wife has received new iPhone, her old iphone uses my Apple ID

Question She wants to set up her own Apple ID....... how does she move all her contacts to her new iPhone?

One option would be to export the contacts from iCloud and then import them to iCloud in her new Apple ID. See: Import or export a vCard in Contacts on iCloud.com - Apple Support

If you don't have iCloud Contacts turned on, do that first. See: Set up and use iCloud Contacts - Apple Support
