Section of iMac screen where my mouse just won't click

Hi I started having a weird problem shortly after I bought my iMac: there is a roughly 3"x2" section of the screen (slightly off-center) where my mouse cursor turns inexplicably to a spinning wheel and I cannot click on anything in that area. Any idea how I fix that?

Safe mode deletes some things and does not run some extensions. You can try running normally, that may fix it.

If it comes back, it looks to me that a program is getting stuck starting up and the patch is where the splash screen would be, though that is more of a Windows thing.
