Apple Watch (3 series) too many passcode attempts - need to reset

My Apple Watch was locked, too many passcode attempts. I unpaired it instead of reset it. Now I can’t pair it anymore. Apple Watch still locked, and it does not respond when I try to turn the watch off. I either have the apple or the screen goes to the message "too many passcode attempts, reset Apple Watch and pair again" - I also have the watch on the charger while trying to push the power button down on the side.
