If you’re referring to MMS and not iMessages, MMS requires both the following:

• Settings > Messages > MMS Messaging = “on”
• Permission to use MMS from your cellular carrier. This may cost extra.

I do not see SMS or MMS on my ipad

I do not want to use iMessages. I want to send texts with photos

Your iPad is not a cellular telephone. It cannot send or receive SMS or MMS messages.
