If you want it to start happening automatically each time you purchase a song, go into Settings on the iPhone and enable "Automatic Downloads."

Or, to do it manually after the item is purchased on the iPad, get on the phone and download a copy there:

You should be able download purchases on both devices from the iTunes Store. You can’t sync the music between devices.
