HOW DO I FIX MY PHOTO PROGRAM THAT CRASHED AFTER UPGRADE TO MONTEREY 12.1?

This is the second upgrade that has caused an app or program to crash.

I have 2018 Mac mini upgraded to Monterey 12.1.

The previous upgrade took out my contacts. (Opened in iCloud & dragged the icon over into my dock)

This time it's my Photos. While they are in the cloud I cannot seem to get them back on my computer. When I try to open I get an error report. I am tempted to just delete the program and reinstall .

The photos are still there but the program won't open. (Entered a new contact & added a photo which came up without issue.)

Do I delete the program and reinstall from APPs? Or is there a better way? Photos are THE most important program on my computer...next to Photoshop.

Mac mini, macOS 12.1

Trying repairing the Photos library (press Option-Command when launching Photos).
