I want to create an Apple ID so it says this device was used to create too many ID I should contact iPhone support

You can create an Apple ID online: https://appleid.apple.com/account

You probably have a good reason for creating a new Apple ID, but note that all purchases made with a previous Apple ID will not be transferrable to the new one, so they will need to be repurchased. And creating a new Apple ID will not get around Activation Lock.
