Yes, to share purchases you have to, um, share purchases. My recollection is that I have occasionally needed to give my kids the CVC from my debit card to confirm that they are allowed to make purchases.

Thank you I spent 45 minutes with Apple support on Chad and an hour and a half but Apple support on the phone
There is something wrong
The product is poorly designed and it cannot be changed to an adult member of family sharing receiving the Two factor verification code
That is for children
The members of our family are all adults and when they try to purchase it the two factor verification code always goes to my phone and it should go to theirs
it’s a bad design
I'm old, my kids are grown ups too. It does sound as if something might be wrong. Reach out to Apple Support for assistance.

Family sharing only works if you also enable purchase sharing which is ridiculous because the two factor verification code is always sent to the family sharing organizer making it impossible for family members to buy something on their own
