My elderly mom has an iPhone 6 that I'm trying to put an app on from the App Store. App requires iOS 13.1 or greater. iPhone has 12.5.5 and says it's up to date. How do we get it to update?

The iPhone 6 will not support a higher iOS than 12.5.5. If you need a higher iOS to run something, you will need to purchase a newer device.
Ugh. I was afraid of that. Buying a new iPhone might be a total waste of money at her age.
Unfortunately, that is the best you can do for an app that requires a higher iOS.
