You need to have a payment method set as part of your Apple ID.
You do not state which device you have and your question implies the purchase of additional space in an iCloud Storage plan. Follow Apple's instructions here. The linked page lists all the devices able to upgrade your free iCloud plan to one of the three subscriptions.
