If I can’t get into an iPhone because it won’t turn on how do I recover all the pictures?

If you had iCloud Photos turned on while the phone still worked, you can use any internet browser and log into www.icloud.com and go to the Photos app there. The photos will also sync to a replacement iPhone or to other devices if you turn on iCloud Photos there. See: Set up and use iCloud Photos - Apple Support

If you didn't have iCloud Photos turned on but do have either an iCloud Backup or a backup to a computer, you can use that backup to set up a replacement phone but you cannot otherwise view or access the backup contents.
