Hello. My iphone 13pro is not receiving photos when sent in text and also having a hard time sending photos.

Welcome to the Apple Community.


Wondering if you are taking about using MMS, or photos sent / received in the Messages app..

and

If you have "set up" Messages on your iPhone


You might need to check your plan with your provider to check the use of cellular data.

(or turn cellular off for "Messages" and just use wi-fi.)
