I enabled family sharing for my iCloud storage, I can see
how much the family is using, however, I could not find a way to assign limits
to how much each member can use, I would like to set a limit for each family member,
how can I do that?

You can't; if you set it as a house rule, there won't be any technical way of enforcing it.
