Apple does not provide a download site for past full Pages installers. If you never installed Pages before, then you are done. Do you have a High Sierra (only) Time Machine backup that would allow you to restore the Pages application (v7.3 - v8.1)? Use /Applications/Time Machine for that purpose.

If you have installed Pages in the past, launch the Mac App Store on High Sierra and be signed in with the same Apple ID that you used to install Pages previously. Hold the option key and click the Purchases tab. If Pages appears there and has an Update button, click that.

Initially, you will receive a dialog box informing you that you need a newer version of macOS to install Pages. Acknowledge that dialog without clicking Cancel. A second dialog may appear offering to install the last compatible update of Pages for High Sierra. That will be Pages v8.1.
