Yes, purchase a newer iPad if you need a higher iOS. Also, do not post multiple threads on the same subject. It is a violation of the Terms of Use here and you have already gotten replies there. The answer is not going to change, that iPad cannot run a higher iOS.

Because the 2nd Generation iPad will not run iOS 15. It will not run anything higher than iOS 9.3.5 if a wi-fi only device, and iOS 9.3.6 if wi-fi + Cellular.
