First, not all apps rotate. And the home screen does not rotate either.

But if none of your apps which can rotate are rotating, swipe down from the top right hand corner of your iPhone screen to open Control Center. Find the icon which has semi-circle with a lock in the center. If it is a white box with a read lock, tap it to unlock rotation.
