Set iPhone camera to 16:9 default on iOS 15

Various “tips” say that I can make this the default by going to Settings > Camera > Preserve Settings > Camera Mode

But, nope, that doesn’t work for me.

I turn that “preserve settings” mode on, take a picture, and then next time I open the camera app the aspect ratio is back to 4:3.

I have iOS 15.2. Is this something that no longer works?
