Photos are not syncing

My iPhone X and iMac have recently stopped syncing photos. They're both running the most recent software. I have iCloud photos turned on on the iPhone. However I do not want to use my iCloud storage for photos. I do not have a photo stream option on the iPhone. On the iMac the Photos app the photo stream does not show any new photos from my iPhone. Any help would be appreciated. Thank you

If you have iCloud turned on on your phone, then the photos will not transfer via photostream. You can use iCloud or photostream, not both.

And if iCloud photos is turned on,you ARE using your iCloud for photos (at least the ones on your phone)
