I purchased an Iwatch to use. I am unable to pair this Iwatch to my Iphone because of the activation lock. I am not able to contact the previous owner to get them to take the activation lock off. What can I do to remove this activation lock to pair this watch to my Iphone?

The person that you bought this watch from needs to follow all the steps in this link;
Remove the Activation Lock so that the buyer can use it.
If they can't or won't then get your money back or recycle the watch and put it down as a bad experience.
