My fiancé has 100gb of precious videos and pictures in her message section of the optimise hard drive storage.
she also has 2tb iCloud storage not being used. Why is this not stored in the cloud freeing up my hard drive? I have iCloud messages turned on.
How do I offload messages from hard drive to iCloud?

You have attached photos with messages application ( if the message is not yet sent to the recipient , click on edit > undo drag ) see the article Access your messages on all your Apple devices – Apple Support
Messages are never stored in iCloud , they are only synced .
