Monterey 12.2.1 Mac Mini Late 2014: An unexpected error occurred while downloading the Voice Control language "English (United States)"

This "unexpected error" has occurred more than 20 times during the better part of day. On this same day, I downloaded the 12.2.1 update, from 12.2. The problem is consistent, before and after update. I tried assigning a -10 priority to the 976 pid and also a -15 priority. With the -15 priority, the process continues on until no end. Looking at activity monitor, this process, "Speech Downloader," itself sends and receives 0 packets of data. I have, while maintaining English (US) as the priority language, added other languages, removed other languages. Changed the region from Indonesia to United States. I have tried while Siri is enabled, disabled. I have tried while dictation is enabled, disabled. Where my keyboard was once ABC, I added US--all to no avail. I have searched for a direct download from Apple--to no avail. Hopefully, someone has an answer. I would be most grateful.
