I am trying to watch YouTube or listen to music but it won’t play. Even on my camera roll I can’t play my videos. I want to see stories on Instagram but they also don’t load. Everytime I restart my device it works back to normal but then it stops working again and I have to constantly restart my phone

If you have turned on iCloud Photos your Photos and Videos are stored on iCloud and if your device is not connected to the internet you may have this issue.
