Change of country or region in apple id

How may I change the country or region in Apple ID without spending the credit amount?

iPhone 12 Pro Max, iOS 15

You can't. You have to have a zero credit balance to change to a new region or country.

I have changed device from iPhone X to iPhone 12 Pro Max. Is there any way I could recover the Face ID passwords of some of the apps.
