Follow the advice provided by Lawrence Finch. Also, when you get to the Silence Unknown Callers page please read the text under the toggle. I’m not sure if it is the same for all areas but in my area the silenced caller will be sent to voicemail and you will receive a silent notification of the call.

Go to Settings/Phone and enable Silence Unknown Callers.
