New Apple id

I bought an iPad from a friend who got the iPad from someone else, and I think it’s used up the amount of apple ids it can create in a year but I still need to create one for my son. How can I do this without getting a whole new iPad?

Create a new ID (if necessary)on another Apple device/computer and sign into iCloud using the same Apple ID on the other Apple device/computer. You should then be able to sign in.
