Messages application does not display the "Apps Button"?

Running MacOS 10.15.7 and the Messages application does not have the "Apps Button" that is mentioned in Apple's documentation, which allows for adding photos or inserting a GIF. Have been looking online to see if there's a setting I have missed but so far, no joy.

MacBook Pro 13″, macOS 10.13
