I did a erase all content and settings and now my mac boots to the internet recovery every time no matter what boot command i use, then it gets to about 75% done and shows -2003f which means something about losing internet connection but the connection is just fine.... please help!!!

If you have access to another Mac, you can create a bootable installer as an alternative to using Recovery. See: How to create a bootable installer for macOS - Apple Support.
It would be better to connect to the Router via an Ethernet Cable and avoid the Wifi connection which is iffy at best.
