Using terminal to remotely control Mac running as a home file server

I am using a MacBook Pro 2013 as a home file server. I have

schedules to have it turn on in the morning, and at night, I remotely shut it

down from my everyday mac in terminal. However, I want to broadcast a message

through terminal to users who are locally logged-in so they can save their work

before the server shuts down. Then I want to run a command that tells the computer

to shut down in 10 minutes. Is all of this possible to do, and if so, how?
