Using Any Security Software?:
If you are using Security Software, then rid of it, as it is blocking out the calls. Security Software just gets in the way on Apple devices, and this is a pure example of how and why.
Do you have Do Not Disturb active, or a Focus setting active? The behaviour you describe is consistent with one of those settings.
