auto hide title bar in full screen not working

After following all suggestions, for this I still have the title bar showing. Big Sur did not have this issue and it seems like this is being ignored in recent updates.

iMac 21.5″, macOS 12.2

For clarity " title bar showing " or does the user ( you ) actually mean " Menu Bar " ?

This function only applies to when the Application is in Full Screen Mode
