OS X 10.15.7 - Safari corrupt - Software Update will not update

Mac Mini Late 2014. Upgraded from OS X 10.13 to OS 10.15.7.

Older parents so I did not want them to deal with all the new stuff in OS 11.

So after the update I checked SU and Safari 15 needed to install. Started that and I noticed that it was taking a very long time to install. The Mac then crashed and rebooted.

Safari in the Applications folder as you can see in the screen shot is completely broken. Does not launch. Software Update will list two other updates but not Safari, or other times Software Update just spins forever "Checking for updates...".

How to remove the corrupted Safari and get Software Update to re-download it?

Thanks!

PS: On the hardware selection for this post, Apple please fix and add older Mac Minis. The only choice was a Mac Mini 2018.

Try re-installing macOS, it should fix with the built-in safari app.
